Title: Site loading/caching troubles CTRL+SHIFT+R

There isn't a very appropriate place to sticky this, so I'll just say this once. It's probably common knowledge for most internet veterans, but I've noticed our site here is prone to mis-cache files. When this happens an element of the website might appear invisible or a page might not even be able to load. I'm not sure if this happens on the client or server end in most cases. I'd like some feedback actually. It could just happen for me because I'm using a satellite over a proxy. But if you hit CTRL+SHIFT+R this forces the caching to reload as well as the page and should fix your problems.

I added this hint to the News bar at the top of the page, and will probably just leave it at that.

Probably more of a client side thing then.
